Information about IRCC
Immigration, Refugees and Citizenship Canada (IRCC ) is the department of the Government of Canada with responsibility for matters dealing with immigration to Canada, refugees, and Canadian citizenship. The department was established in 1994 following a reorganization of the federal government.
The department operates a wide network of “Citizenship and Immigration” centers across Canada and a large number of embassies, high commissions and consulates abroad. Service Canada has recently begun taking over some of the agency’s local field operations, while the Canada Border Services Agency has taken over responsibility for border and airport entry control and law enforcement.
The Department’s primary responsibility remains policy-making and oversight of permanent and temporary residency processes, refugee protection and citizenship applications.

The Immigration Levels Plan in Canada 2023-2025
Summary of Canada’s Immigration Levels Plan
Each year, the federal department of Immigration, Refugees and Citizenship Canada (IRCC) releases a new Immigration Levels Plan which it uses to guide its operations.
In 2022, IRCC is well on track to welcome more than 430,000 immigrants to Canada. In 2023, this target will rise to 465,000 new permanent residents (PRs). In 2024, Canada will aim to welcome an additional 485,000 immigrants and in 2025 another 500,000. The following table summarizes Canada’s immigration targets between 2023-2025 by immigration class. The total permanent residence that IRCC will issue over the next three years is 1,450,000, and the share of refugees will be 225,170 permanent residence .
